Address to Business Government Ministerial Forum
23 June 2004
There have been several important changes to the national security environment over the past few years:
Terrorists, driven by an extreme literal and militant interpretation of the Koran, have demonstrated a global capability and a preference for targeting innocent civilians; and where they can do this in the homeland of the 'infidels', they will;
Australia and Australians have been 'legitimised' as terrorist targets by leaders such as Usama bin Laden and al-Zawahiri. And the debriefing of leading terrorist planners such as Khalid Sheikh Mohammed and Hambali sent the same message;
We witnessed 12 October 2002 and late last year we disrupted in Sydney what, we believe, was planning for a terrorist attack.
